Can Mappoint show only one state (without surrounding states) and/or html export just one state with it's internal counties? Eg: when opening Mappoint I only want one state with counties and none of the other states showing at all.

Answer:

With MapPoint, you cannot do "cut-out" maps. The closest you can get to this visually is to create a custom territory map where you assign the state you are interested in a bright color while assigning all other states the same dull color. Then, you zoom in to this one state so it fills most of your screen.

Not exactly what you wanted but it may be close enough.
