We have ESRI data for Puero Rico. We can load it, but we are not able to zoom into it. We get stuck at 150km. Any thoughts?

Answer:

It appears that outside the coverage area (U.S., Canada, and Mexico for the North American edition) you cannot zoom in past a certain point.. the scale bar in the upper left gets down to showing 12 miles and you are unable to zoom below that. Also note that if you zoom in closer to an area in Florida and then try to pan over to Puerto Rico you are prevented by a warning 'Map Navigation Restriction', "You can move on the map only over areas showing map details. Zoom out until you can see map details."

As MS does not bundle detailed data for Puerto Rico and other areas outside the coverage area, the artificial restriction must be designed to lock you into an appropriate views of of the data. I do not know of a work-around.
