I have about a thousand paper maps in my collection. Will I be able to easily georef and log them in a database which will interact with a basemap so that i can click and drag on the map to call up records of maps in the collection, or, click on a record and point to the map and its coverage on a background map?

Answer:

If you log your maps in an Access or Excel table, with some way to tell MapPoint where to place the points, you should be able to do all the things you want. MapPoint works very well when it is working together with either Excel or Access.

(You might use the latitude and longitude of the center of each map as the locational reference.)
